Academics Programs
Special Services / Special Education
HSE provides a full continuum of special education services for our students. Special education includes specially-designed instruction to meet a student’s unique educational needs and related services to support a student’s educational program.
Reach Program
We offer a formal program to high-ability learners starting in grade three through twelve. The REACH program reflects the our priority and commitment to our gifted learners, whose unique needs cannot be developed adequately in the regular education program.
English as a New Language (ENL)
A program which is dedicated to those students whose first language is not English.
What is RtI at NBE?
Response to Intervention – RtI is a general education initiative designed to provide high quality instruction and interventions matched to student needs, and using learning rate over time and level of performance to make important educational decisions. The RtI model is based on a three-tiered model of service delivery with a focus on early intervention and prevention of academic and behavioral concerns. Data collected during this process provides valuable information regarding students’ educational progress and response to interventions
When a student from NBE shows marked concerns on multiple measures the teacher puts into place additional Tier 1 interventions. If academic needs continue, then the student is recommended by the group of grade level teachers for a Tier 2 intervention during SPIKE at the end of the day. Students receiving Tier 2 interventions are progress monitored frequently so that we can make sure the student is making adequate gains in the area of need. NBE staff meets at different times throughout the year to look at the students in the tiered interventions and at the progress monitoring scores to see if students need more support or a change in interventions. If a student is not progressing in Tier 2 then additional support is provided (Tier 3) and progress is again frequently examined. If the student still is not progressing with Tier 3 support/interventions then a possible move to special education testing is initiated. The interventions and time that was spent with the student in the RtI process is a major component that the school psychologist uses to help determine qualification for special education services. If an evaluation is requested, the student must have been in the correct Tier 3 intervention long enough to demonstrate that they are no longer making adequate progress before testing can be initiated. In the past, special education referrals were requested after student failure was demonstrated. With the RtI process, students are given additional help much earlier to help prevent them from failing.
RtI Definitions
Benchmark Assessments: are scientifically based one to eight minute assessments given to all students in the school that helps inform instruction. It is a quick and effective way to universally screen all students at one time and provides information about Tier 1 instruction as well as identifying those students who may be at-risk for developing difficulties. At NBE, reading and math Benchmark Assessments are given three times per year.
Progress Monitoring (PM) is a way to monitor specific student’s progress in their area of need more frequently than three times a year. The Progress Monitoring assessments are very similar to the Benchmark Assessments and are given to every student who enters Tier 2 of the RtI process. Typically students are progress monitored several times a month. Over time, it is the PM scores that are reviewed to determine if the student is making progress in the given intervention. In addition, some students in Tier 1 are also progressed monitored to help track their progress.
SPIKE Time is the name NBE gives to specified times during the week where targeted, evidenced based interventions are given to those students who did not meet the target on the Benchmark Assessments, while the other students are engaged in enrichment activities.
Tier 1: This Tier includes the instruction, strategies, and interventions that are provided to all students in the school. The general education curriculum is a part of Tier 1 as are best teacher practices such as using visuals, proximity, and positives. Students in Tier 1 are assessed using Benchmark Assessments given three times a year.
Tier 2: This Tier includes general education interventions delivered in small groups and strategies targeting specific areas of need in addition to Tier 1 instruction based on their Benchmark Assessments and Progress Monitoring scores. These students may be at risk for failure and are progress monitored at least monthly, towards specific goals, and for specific timeframes.
Tier 3: This Tier includes more intense and individualized interventions and strategies in addition to Tier 2 interventions and Tier 1 instruction. As a result, students in this Tier may have additional interventions or the existing interventions may be more intense or longer than Tier 2 interventions. These students are at risk for failure and are typically progress monitored weekly.
